I have always figured that Orton would start as soon as he was healthy and knew enough of the playbook. They didn't pick him up and pay him $2.5 million to throw one pass and then sit on his ass.
Unfortunately, he is probably just good enough to lead the team to another win, knocking us further out of the QB hunt.
