I just don't understand what's a catch and what's not anymore.
Also, that's a perfect example of all these rule changes really screwing people. Had he been drilled right in the chest he'd be getting up right now. But, it would have been a flag. Hit him in low and you're fine as a defender, but now the guy's still hurt.
Meanwhile, he doesn't have any pads on his legs at all. If they really care about these guys, why not make them wear pads like they used to? A nice big thigh bad would have come in handy on that hit.
