Maybe not that explicit, but they clearly wanted to cobble together some metrics that generates buzz by highlighting 'surprising' wayd in which various communities are becoming gay-friendly.
Under the guise of 'scientific tabulation' this is more properly a primer on 'here's a bunch of ways various cities are catering to gay people,' with the sub-goal of reminding everyone of how important becoming increasingly gay-friendly is.
Happens all the time for a number of issues.
