Technically no, you don't. But it is a good idea. As hated as lawyers are, they are trained to write laws, contracts, etc., in a way that minimizes unintended consequences, prevents it from affecting things that it wasn't meant to affect. It may seem to make sense to write a law in plain English without all the legal mumbo-jumbo, but you could end up making innocent people guilty of a felony because the law was written too broadly, for example.
