This is not true at all. The idea of a document scan coming up with individual vectorized elements in it is a joke. It would be awesome if vectorizing was as simple as that, but it's not. There is no such process where individual elements in a scanned document are vectorized and assigned to separate layers - it's most definitely not a "normal mode of operation."
