I went round and round about whether to substitute at specific positions (like I set up) or whether to keep it generic, like you suggest. It's always a balance between providing the flexibility that real NFL coaches have, and keeping the interface (and programming!) relatively simple.
If people want more flexibility in their DL rotations, I would probably consider it as an option in a future year.
