Eh, it's the NFL; 'open' is relative.
I'd be pretty happy with our QB being more willing to take chances with the football and throw it into spots where our WRs can use their size and body control to come away with the football.
Essentially - do what Orton was doing.
Even if the QB throws the ball 'on target', there are going to be times when the DB is at/near the WR. They're getting paid to play as well, recall. And when that's the case, we need to have a QB that recognizes that sometimes he has to trust his guys to take the ball away. Otherwise it's just 16 more games with Admiral Checkdown.
Having Baldwin go out there and take balls away that looked like incompletions or INTs can only help Cassel's confidence and willingness to force the ball downfield a little more. Will it lead to a couple more turnovers? Yup - but it's going to lead to a better football team as well.
