Yeah, she is most definitely a tard. No question about it. Very sad deal. With her limited vocabulary, her disheveled apearence, etc., I'm guessing she was living at home with parents that aren't much brighter than her, or in a state facility and she just left. She leaves, wanders around, gets picked up by some guy like Buck for easy sex, gets prego, and ends up having a c section at a free clinic. Baby probably was left for dead simply cuz she didn't know any better. Hopefully someone without any agenda other than improving her well being will step up and offer to help her.
