I think it's definitely a gray area. As a long-term fix, perhaps GMs could adjust their strategy, but that would be very low priority. My thinking is that I'd go for two in this situation, just because I think the payoff of being tied outweighs the downside of being down by two points instead of one. But I can see arguments both ways, so it's no big deal.
In the final seven games of the 2013 season, the Chiefs averaged 34.6 points per game, scored 38 points or more 4 times, and went 2-5. The NFL has ruined the sport.
