Sales between individuals is handled on a state by state basis. And individual sale is nearly impossible to regulate. I know what FFL is and I was mainly talking about individual sales. I see now that 7 states require background checks for individual sales at gun shows.
You are probably right though it would be impossible now to regulate individual sales and it should have been dealt with much earlier and have people just buy guns from FFL licensed dealers.
