He's a backup that should not be starting.
And in real game situations, under pressure, Cassel is mentally frozen.
So, even if he knows at the start of the play that Baldwin is being covered by a midget, he freezes under pressure, and rather than look to make that pass, he pulls the ball down and takes a sack, or he checks it down.
