It's certainly not exclusive knowledge. I suspect that there are hundreds of thousands of people who understand him well enough to know this. Were you tuned out in the 80s?

He raised basic tax rates zero times.
He compromised on many occasions, including his final tax reform in 1986 that resulted in a top marginal tax rate of 28%. His goal was to flatten the tax rate structure. Then, as now, democrats wanted more progressivity. Ever since the ink was dry on the deal, democrats have been trying to push the top rate back up (with the help of GHWBush on one occasion).
