Not if reconciliation is used. The Dems used that to pass it. So, determined Republicans will use it to repeal ACA. That just requires a simple 51 vote majority in the Senate for a fast-track repeal. A Republican sweep of govt is definitely necessary though. It's too bad the R Party leadership was so stupid in its tactics during the primary season, which btw, was not just done to Paul's campaign but some of the other candidates too. Still, it's now before most of ACA is implemented which will keep it there until the system implodes.
