Not only is it not a new rule, but think about what you're getting. Great players are under contract. Marginal players are cut from a team and signed by another team looking to upgrade well before the season starts. The remaining vets who are available after Week 1 either a) aren't that good to begin with or b) have an injury issue. The guys available grade out as B-es or C+es maybe, and might help an already strong team get better depth or a horrible team get slightly better crap on the field. No one sitting at home is a "push a team over the hump" player.
