Are these seats belonging to people who just hang out inside the suite? Or are they separate tickets?
Are they blocks sold to companies that may just go unused sometimes?
I doubt the chiefs would let a whole tier go unsold. I am guessing those tickets are paid for but not being used or being used by people who just soak up the AC inside.
