Circumstantial evidence can be very incriminating. The bloody glove found in O.J.'s yard, the blood spots in O.J.'s Bronco, and the fresh wounds in O.J.'s hands the day after the murders are examples of circumstantial evidence. They lead a reasonable person to conclude that O.J. must have done it.
There is no evidence, either direct or circumstantial, to support the assertion that the government was behind 9/11. However, there are mountains of direct evidence AND circumstantial evidence to support the assertion that the radical Islamists were behind 9/11.
