Haley was identified as the problem. The team was supposed to be competitive this year and compete for the division title. But the team appears to be no better than last year's debacle. If RAC gets worse results than Haley, then people will be begin to assign blame for the teams faults to someone other than Haley. Haley will appear to have been made the scapegoat of the situation, which will help his overall image.
