Neither candidate is going to give you the level of detail you pretend you're looking for. It's unrealistic to expect a President to hand Congress a list of cuts and be able force them to vote to enact them. Romney's approach is to set a goal (get spending down to X% of GDP) and propose a starting point (an across the board, non-defense discretionary spending cut of Y%) and then negotiate from there.
