I don't think Baldwin "sucks" either. And I simultaneously believe that Breaston is a darn good WR that a lot of teams would love to have. It's a wonder my head doesn't explode trying to contain those two, conflicting viewpoints.
It is kind of silly, though, trying to evaluate the suckness of wide receivers on as team showcasing Cassel's quarterbacking skills. That's trying to judge the swimming speed of a dog wrapped in 50 feet of log chain.
I don't doubt for a moment, though, that Dr. Evil would demand that Cassel start ... as well as a select group of his preferred draft picks. That seems to me to be perfectly consistent with known aspects of his character and explains why, in the last game, the coaching staff felt it necessary to run the 1929 Bears offense.
