Well, first, he only controls production on public land to a certain extent. Unless you are saying the govt should buy some oil drilling equipment, it is up to the oil companies that lease those public lands to drill and produce.
Second, your apparent criticism of Obama because production has increased on private land is pretty much like criticizing him if private-sector employment increases. Would you say, "Well, those are private sector jobs! They don't count!"
