John Clayton explained like this. If a team loses a player or players in free agency and the team that lost the free agents signs a lesser amount of players than they lost, the team that lost the players to free agency would receive a third round pick. I would think there is more to it than that but that is what I heard. He also stated because of that the Chiefs would not trade Bowe for less than a third.
