Exchanges - Some states refuse to set up
EXCHANGE - According to the Cato Institute, states are better off defaulting to a federal exchange because the Obamacare Medicaid expansion is too costly. Further, Congress authorized no funds for federal exchanges and if enough states refuse set up an exchange, Congress will have no choice but to reopen Obamacare.
