Besides we are not limiting our use of "military force" just to those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons..." We are actually enlisting and arming them to take down nations not involved in 9/11 (Libya) and we're not limiting our killing to those persons either. It's now "terrorists" as a generality...now including insurgents who fight an occupying power.

Conventional warfare is not effective and results in collective punishment to others.
