Are you sure about that? The richest 1% of Americans now own 40% of the nation's wealth(Source). And those unemployed Americans you're comparing them too are for the most part not currently paying taxes.

It's certainly not as black and white as saying tax the rich and it will fix things. But saying it would be "Minimal" is downright silly.
