He crafted the legislation that led to the coalition that assured the passage of the Civil Rights Act.
It's a little more nuanced than 'he was the champion of equality' but still honorable and impressive.
Civil Rights was an immensely contentious issue. Liberal northern Dems wanted much more radical changes. Republicans wanted just the most basic of protections. Blue Dog Southern Dems wanted nothing.
Dirksen navigated the waters to craft a proposal that was measured but meaningful and did the scut work and arm twisting to get it passed.
