Since around 1432. Actually that's on of the bits about the UK. They have long had a tradition of denying weapons of all sorts to the common man. That's probably partially why the original framers put the 2nd amendment in. But as much or more of the lack of violent deaths is due to the tradition of less use of firearms. However some of that is changing as more and more immigrants come to the UK. Interestingly enough Northern Ireland has similar violent crime and firearms deaths as the US per capita.
