I'll admit I don't know how their electoral college stature was created. But I can only imagine one of two ways....either democrats pushed for it when they controlled Nebraska's congress or republicans decided it was a fair way to distribute the state's vote.
In either case the diabolical republicans have already adopted their devious scheme in a state they strongly hold, even to their own detriment.

Its pretty hard to gerrymander a state with only 3 congressional districts in such a large state unless they split Omaha in half.
