The problem with the police back then is that they still treated every situation as a hostage situation, even when there was an active shooter.
As a direct result of Columbine, police tactics shifted dramatically in these situations, if you have an active shooter who does not seem to be interested in taking hostages, then you have to go in, walk past and ignore any victims you may see, ignore everything, just go straight to the shooter, risk your own life as a cop, and take him out at all costs. That tactic was used at Virginia Tech and probably saved a lot of lives.
