Out of curiosity, outside of the AZ shooting where did you find the information that magazine changes had any impact on the Ft Hood or the VT shooting?
In the Fort Hood case it is reported that 9 empty magazines were found inside and outside the building. If he's able to change 9 magazines without interruption it's unlikely that magazine capacity would have been a significant issue.

Nine empty magazines were found inside and outside the facility. Another 10 magazines containing 177 rounds were found outside.
Same for the VT shooting, as mentioned in the OP's article the shooter brought 19 magazines with him and he shot himself in the head. If he was stopped during a reload one would expect that he would have been captured. Is there a reference for this?
Like I said I'm actually curious if there is some information that I haven't seen before?
