Spammers aren't going to spend $1 on each target. The cost would be astronomical. The entire concept behind their strategy is extremely cheap high volume marketing.
But what companys will do is make targetd selections, and then cut a deal with facebook.
Say, they want to target ten million 20 somethings who all have interest in football (and yes, facebook knows your interests, they track everything you do on there, and more)
So they give facebook a couple mil, target the consumers and see how it goes. Facebook will definitely cut deals for large swaths of spam, wait and see.
