Not really. I don't know what military position is required to make that kind of dough, but I'd imagine one star general (brigadier) would suffice. Across all four branches, plus coast guard, that's quite a few.
Now add every federal judge in the entire system (they're underpaid - trust me - they'd make WAY more in the private sector), plus every relatively senior person in every department of government, senior bureaucrats, etc. and the list gets pretty long pretty quick.
And even if every one of 500,000 employees made $200,000 on average that would be $100 billion, or 2.7% of the federal budget. Frankly it's just a function if the massive size of the federal government.
