They didn't.
A) Koresh knew the warrant was going to be served. Instead of preparing for the ATF coming by meeting the ATF outside and unarmed, he armed his group and took battle positions. It's not known who fired the first shot.
B) After the cease fire, during the ~50 day stand-off, the ATF did what Koresh asked to facilitate the Davidians surrender. Koresh then reneged on that agreement.
C) It very well could have been the ATFs equipment that started the fire(accidentally), it also could have been the Davidians(purposefully).
D) Every person that left the compound before the fire is still alive.
