The problem is there's no doubt legally they'll get blown to high hell about this. Federal Preemption is well known and well established, if you try to say state laws can trump federal laws generally the feds are going to win. The exception to this can be the original NFA related ruling from wyoming. If everything is sourced within the state then you might be able to say that the commerce clause doesn't apply and the feds can't regulate it. But considering how tied economies are EVEN globally, it's going to be a hard sell.
