That's certainly a solution, one that has been tried at various times with various degrees of success. And should continue to be pursued.

One process I learned about recently was how some cities responded to outbreaks in gun violence in ways they'd respond to outbreaks in disease, and crime actually redued.

It's about catching us up with the rest of the Western world, really. Our Western brethren barely have to deal with gun violence on the scale we do.

Which is what he's doing now, it would seem.

Except the measure about appointing an ATF director. That now requires Senate confirmation, which was something Republicans put in at the NRA's behest back in 2006 so they could actively down-vote absolutely anybody put up for the position.
