No I think he's implying that both the science and the history have shown the prohibition is entirely ineffective because it never actually addresses the social problem.
Guns aren't the problem because ironically it's drug prohibition and the ensuing crime that is the root cause of most of those criminal oriented deaths.
In the case of drugs the root problem isn't drugs. It's addiction, 'banning' drugs doesn't address addiction it just raises their costs, both monetary and societal. How much less crime, violence and general drug induced misery would there be if we spent the trillions of dollars we have spent trying to prevent drugs from entering this country and instead spent those trillions of dollars treating addiction?
Probably the most harmful thing in our society isn't drugs or guns. It's prohibition, it has caused more death, more harm and more misery than drugs or guns combined. But people like telling people what to think, believe, and do because it makes them feel powerful.
No one cares about actually solving problems, they just like settling scores.
