Unless a cop is seriously into guns and shooting,which most aren't they don't practice much and aren't the best of shots. I think I read possibly FBI stats where most LEO shootings the cops didn't do such a good job.
Now take a guy that is into IDPA he is probably much better than the majority of LEO's
