Tony was a #13 pick, though, and had much lower expectations than Buck or DT. If the question is "living up to the hype", I would argue that the #2 receiver of all time more than surpassed his hype as a mid-first round TE.

I grabbed these picks from drafthistory.com. They don't list first-round picks in any year prior to 1967 other than Buck. Did we not get our picks in those years? Was Otis a first-round pick?
