You're misunderstanding. The Law Enforcement Training Center itself uses 15M per year. Which the true number is actually higher than that(20M or more).
What you're missing is that the DHS isn't just supplying the LETC with this ammo purchase. It's also supplying every other department under its umbrella, and sharing all the ammo between all those departments.

"And others like it". Meaning the other departments use just as many per year. And there's lots of other departments...
