That is irrelevant to whether or not such a QB would be worth the money you'd have to spend on him. Shit is still shit, even if it is less expensive due to a new CBA. Ever heard of opportunity cost? You lose out on more than merely the money you spend relative to the worth of the player you drafted, and in drafts like these, it is rare for any of the quarterbacks to find success over the life of their rookie contract. It is basically a wasted draft pick, more often than not, because those quarterbacks from draft classes like these who do find success often do so only later in their career, and often times for another team.
