Joe Flacco is on top of the world right now. He just won the Super Bowl and was named the game's Most Valuable Player. Since the Baltimore Ravens refused to pay him in the regular season, Flacco enters the NFL offseason as the No. 1 free agent in the world. That means he basically gets to name is own price while tons of teams beg for his services.
Most people believe that he will remain with the Baltimore Ravens whether they pay him or even if they have to franchise him while they work out a deal. However, if the Ravens franchise him, Flacco would be dumb to sign his tender and ever report for the season until they either trade him or show him the money. That would likely give other teams an opportunity to deal for Flacco's services.

One NFL team rumored to be heavily interested in Joe Flacco is the Baltimore Ravens big rival, The Browns are reportedly willing to break bank and even give away the house for Joe Flacco if need be.
The Cleveland Browns are a very young football team, but they have a ton of undeveloped talent. They lack a quarterback and most importantly, they lack a strong leader. Some would say that if Joe Flacco joined the Cleveland Browns in 2013, they would easily make the playoffs.
The Browns have a very strong running game and a couple of deep threats at the wide receiver position. Offensively, they are built very similar to the current Baltimore Ravens' offense except the Browns are younger and hungrier. Everyone in Cleveland believes they are just one quarterback away from Super Bowl contention.
Will the Cleveland Browns actually end up with Joe Flacco? We highly doubt it. But if the Baltimore Ravens are unwilling to pay the man his money, then the Cleveland Browns will become Flacco's No. 1 option.
