So you draft best available guy, develop him and design a system around him. You already know the answer to question #1 so why take a lateral move when a higher reward option is available?

Why? Because the Chiefs apparently don't believe in any of the available college QB's ability to become a franchise QB in the NFL.
So, do you go into the season without a starting QB? Do you "hope" that Matt Moore can push your team to the playoffs? Or do you invest the #1 overall pick, knowing that it's unlikely to yield the results you want but do it anyway?
