I think he's being sarcastic. Particularly, since he had one glaring omission—school teachers. Yes, the ones even in our govt schools. That's a place with access to many children—not the areas he named which is mainly adults. I read with school teachers that it's a higher percent. I've read even as high as ten percent. They have a much more access to many more children though too.
Also, there was some sort of sex scandal at some national science place a few years ago too. But it was between adults. IIRC it tainted some study they did.
I'd have to go look for it.
Not to mention affairs with partners outside of marriage by govt officials, such as congress and...Bill Clinton. ( Who said Hillary had more affairs then him.)
