An angle that hasn't been discussed is that the Chiefs DO have a long term offer on the table for Albert (John Dorsey said they are open to trading Albert to a team that might offer him a better long term offer) and he wants more. Maybe they are pursuing a trade to show Albert his market value in the eyes of other teams a d are releasing their compensation desires to show Albert that there is a genuine interest in appeasing the player.
The key here, is that we have a long term contract on the table for him that could very well be fair...it's not like they ripped off Bowe or Dustin.
Maybe once other teams tell Albert what they would pay him, he will see that the KC offer isn't that bad and decides to stay.
Maybe that's what their plan is, maybe not.
