You can't sue people for covering songs in a bar, or any venue for that matter.
I'm fairly certain that Warner/Chappell owns most of Dio's early catalog but I'm not sure who published his later works. In any case, Wendy Dio can't sue anyone that plays Dio's song or covers them on a tribute album, etc.
