Yes, I would agree with that. States (not the federal government) would have the basic police powers, I think, to continue to disallow homosexual unions. Whether that prohibits the equal protection clause is another story, but I certainly don't think the federal government should be able to refuse to recognize homosexual unions. It's not really a federal question (i.e. DOMA should be ruled unConstitutional).
