Just your standard "false flag" conspiracy.
Whole thing was planned and performed by big brother / scapegoats killed / it is determined that the explosives were made with reloading powder, etc. / govt gets the ammunition (for lack of a better term) it needs to pass a bill limiting amount of ammunition civilians can buy
