Could be the order came from very high up to do whatever they could to take him alive. My guess is they knew he wanted to go out via suicide by cop. So they had a plan to open fire with dummy bullets, and get him to return fire with whatever he had left.
Compare that to the approach of say… Dorner. Did they ever try to bring in a negotiator for Dorner?
