I don't know why not.
As it stands now, almost every team is at their cap limit or near it.
Under the last CBA, teams could intentionally hang out $30 million under it. So if a team like the Vikes really wanted Jared Allen, they could make a super aggressive move to land him and not have to lose any players.
If the Vikings wanted him
today, with a full roster of players they like and a full cap, they'd have to cut a handful of players to make room for him. That alone would almost certainly make them offer Allen less.
