"The State Department had major reservations with much or most of the document. We revised the document with their concerns in mind."
At this point all references to extremists and AQ were removed.
The emails released are also missing the two days immediately after the attack. Supposedly there was "guidance" from the State Dept during this period on what to emphasize in the talking points. Of course that can't be proven since the WH won't release those emails. Convenient.
I'm sure Rice just used the crap information provided to her... but the State Dept is ultimately responsible for crafting those lies (via the CIA) and people need to be held accountable.
What matters is, in the first draft and in all subsequent drafts, the CIA said its best assessment was that the attack was spontaneous and a reaction to the protests. There was no dispute about that.
You can say very well that Rice and others' statements turned out to be incorrect, but they definitely weren't lies.
