I'm thinking that maybe he is the trade bait in a future trade. If they are not going to bring up Wacha because they don't want to start the clock why bring up Martinez and not use him?

Wacha profiles as a #2/#1 starter and it's his second year of pro ball. Martinez has electric stuff, but there are so many unknowns about him. Think about it this way: If they start the clock on Miller, Wacha, and Martinez simultaneously, not only are they putting a lot of stress on their arms at a young age, but they are also making them all of them FA eligible simultaneously.
Mozeliak has to think about the team this year and in the future. Although it's tempting to throw caution to the wind and bring up Wacha right now, that doesn't mean it's the best move in the long-term interests of the franchise. With the way Matt Carpenter has handled 2B, which has been absolutely tremendous, they might be better off flipping Wong for bullpen help similar to the way they moved Cox last year.
Carpenter leads the batters in WAR right now.
